A By-Law respecting the Code of Conduct for Elected Members of the Common Council of The City of Saint John

Public Notice is hereby given that the Common Council of The City of Saint John intends to consider giving third reading to the bylaw entitled, “By-Law Number L.G.-5, A By-Law respecting the Code of Conduct for Elected Members of the Common Council of The City of Saint John” at its meeting of May 16, 2022.

The revised Code of Conduct by-law repeals and replaces the bylaw enacted on the 8th day of July 2019 entitled “By-law Number LG-5, A By-law Respecting the Code of Conduct for Elected Members of The City of Saint John” and all amendments thereto.  The revised bylaw builds in an administrative process and enforcement procedures.  The main proposed changes to the Code can be summarized as follows:

  1. Some small house cleaning items were done and minor enhancements were made to what was already in the Code;
  2. An introductory paragraph to the Values of Council that sets the backdrop to those values was added;
  3. An informal and a formal complaint process were added, complete with a prescribed complaint form;
  4. Enhanced recourses for violation of the Code were added; and
  5. A process to deal with complaints received during an Election Period was added.

In accordance with the Local Governance Act, the bylaw will be read in summary only, if no member of Council objects.
