Grant intake open between November 1, 2024 and November 30, 2024

The Housing Accelerator Fund (HAF) Grant Program is a temporary Grant Program intended to incentivize the creation of housing supply within fully serviced areas of the City over the next three years. The Grant will deploy funds towards HAF priorities and targets. The Program contains three funding streams:  

Construction Challenges Grant   

• Supports development that might not be achieved through normal market forces by addressing known construction challenges specific to Saint John. 

• Provides up to 50% of the cost of eligible construction challenge expenditures to a maximum of $10,000 per unit up to 15 units.  

• Developments must incur at least $200,000 in eligible construction challenges which could include; breaking and removal of rock, importation of fill, pile-driving, and remediation of contaminated soils. 
   

Missing Middle Housing Grant  

• Incentivizes the construction of missing middle housing forms that are more inherently sustainable and affordable through smaller lots and denser developments that make efficient use of land.  

• Provides up to $5,000 per eligible unit.  

• A top up Modular Housing Grant/Accessory Dwelling Unit (ADU) provides $2,500 per unit  

• Provides no more than $150,000 per eligible project.  

Revitalizing Rental Stock 

• To incentivize the revitalization of existing rental stock and retention of such stock at greater levels of affordability than would otherwise be contemplated.  

• Provides $10,000 per unit up, in addition to 100% of the cost of building permit fees and no more than $50,000 per application. 

• The development must incur at least $200,000 in eligible expenditures  

• Eligible projects include developments who provide proof of support for Housing NB’s RRAP program, or, vacant building redevelopment by a non-profit organization. 

Applications will be evaluated by the Grant Committee based on the objectives and project scorecard outlined in the Grant Program Policy.

The first grant cycle will open on November 1st and end on November 30th. After all applications are evaluated, a second grant cycle may open, subject to available funding.

Process for unpaid tickets

• Approximately 17 days after a ticket is issued, a parking ticket reminder is mailed to the registered owner of the vehicle.
• Approximately 30 days after a ticket is issued, a summons is processed and sent to the registered owner of the vehicle, providing an appearance date for traffic court.
• If the registered owner does not appear in court for a plea, the ticket is dealt with at an ex-parte hearing which is held approximately 45 days after the original court date.
• If payment has not been received by the ex-parte hearing date, a ticket can either be sent to warrant in the case of parking meter tickets where the person may be arrested or in the case of a Traffic Ticket, a notice of default may be issued and his/her driver's license suspended.
• Unpaid Traffic Tickets that have gone to Notice of Default must be paid at the Provincial Department of Motor Vehicle or Service N.B. office.
• Unpaid Parking Meter Tickets that have gone to warrant must be paid at the Provincial Court Office, 10 Peel Plaza, Saint John, New Brunswick. Police have the authority to place any person under arrest who has not paid their outstanding parking meter ticket warrants. The person who is picked up by the police officer for an outstanding warrant will be taken to the Saint John Regional Correctional Centre to either make a payment or payments or to serve jail time.

Request a Parking Ticket Review

Notice disputes may be submitted using the online complaint form available at www.saintjohn.ca/en/parking/tickets-and-enforcement/request-parking-ticket-review or you may fill out the complaint form in person at City Hall, 15 Market Square, Saint John NB during regular office hours. A notice complaint is reviewed provided it is received within 48 hours of the contravention.

Just a few blocks south of its counterpart, King’s Square, Queen Square also features footpaths shaped in an X pattern and features mature trees for shade. Queen Square was once one of the most fashionable districts in the City. The homes were built by wealthy citizens following the Great Fire of 1877. A monument of Samuel de Champlain was erected to mark the 300th anniversary of his naming the St. John River. 

On Sundays between May and October, Queen Square is home to a popular open-air farmers’ market.

In any modern city, libraries are much more than places to read and check out books. They’re public gathering places, city “living rooms”, egalitarian places where anyone and everyone can meet, and take advantage of the useful services the library offers.

In Saint John, the Carnegie Building became the library’s long-term permanent home from 1904 to 1983, before moving to its current location in Market Square. The Saint John Free Public Library also has two satellite branches. The West Branch, the first mall library in New Brunswick, opened in 1967 and is still at this location. The East Branch is located at the Saint John Transit building on MacDonald Road.
