Saint John residents and visitors will find a variety of convenient parking options in the uptown area of the city. This includes about 750 metered on-street spaces (serviced either by regular parking meters, pay and display and pay-by-plate parking machines, HotSpot and QR code signs), about 1,200 spaces in 20 surface lots, and about 1,650 spaces in two parking garages.
The researching, planning, acquiring, building, and maintaining of parking facilities is handled by the Saint John Parking. Parking is just one component of our transportation services—the city’s ultimate goal is to improve our environment and our health by maintaining a balanced use of parking, transit, ride-sharing, trails, and green space.

What are Residential Zone Parking Permits?
A Residential Zone Parking Permit makes it easier for residents to find curbside parking in their designated zone by exempting permit holders from the two-hour parking limit that’s otherwise enforced. The permit does not guarantee a parking space.
Please note the following additional requirements and rules:
- Residential permit holders are exempt from the 2-hour limit—but are still subject to all other traffic regulations such as parking meter regulations and signs prohibiting or restricting parking, stopping, or standing.
- A person must reside on a street for which the Residential Zone Parking Permit is issued.
- A permit will be issued only to residents who do not have access to off-street parking.
- A permit is effective as soon as it is issued.
- A permit may be issued to more than one vehicle per dwelling unit.
- The permit will not be renewed until all tickets have been paid in full.
How much does the permit cost?
Annual permits cost $75.00 (HST included) per vehicle per year. The HotSpot app/website accepts payment through credit card, visa/debit card or a prepaid credit card. Alternatively, you can purchase your permit at City Hall located at 15 Market Square, Saint John at the Customer Service Front desk, Monday to Thursday (excluding holidays), 8:30 a.m. to 6:00 p.m.
How can I purchase a permit?
Residential Parking Permits can be purchased through the HotSpot app/website, which allows customers the ability to manage their own residential permits through the application. Purchase a permit here.
What documents are required to purchase a permit?
1. REGISTRATION (INDICATING CURRENT UPTOWN ADDRESS); and
• If the information on the registration cannot be changed (ex: parents name, company vehicle), please also provide the insurance policy showing the corresponding policy information and the applicant named as an insured driver on the vehicle.
2. PROOF OF RECENT RESIDENCY IN THE UPTOWN AREA – (ONLY ONE IS REQUIRED); and This documentation must be presented upon renewal each year.
• Recent copy of lease or rent receipt indicating address (within 2 months)
• Current utility bill for service at that address (power, telephone, cable etc.) (within 2 months)
• Other current business type mail (bank or credit card statement etc.) (within 2 months)
3. NO OUTSTANDING PARKING TICKETS
• All parking tickets must be paid in full
The Parking Department allows uptown residents to purchase temporary residential parking permits for their visitor (100km outside Saint John) or for new residents to the city to provide time to update vehicle registration prior to purchasing an annual residential pass.
How does enforcement know if I have a permit?
While there are no hanging tags required, once a permit is purchased through the HotSpot app/website, by-law enforcement officers monitor and enforce the residential parking program through a scan by license plate system. There are currently 6 residential zones in the South-Central Peninsula.
How do I renew my parking permit?
Residents need to reapply each year for a permit and resubmit digital copies of proof of residency to complete the application. Residents can purchase their 2024-2025 permit as of April 15, 2024. Residential parking permits are NOT transferable.

Process for unpaid tickets
- Approximately 17 days after a ticket is issued, a parking ticket reminder is mailed to the registered owner of the vehicle.
- Approximately 30 days after a ticket is issued, a summons is processed and sent to the registered owner of the vehicle, providing an appearance date for traffic court.
- If the registered owner does not appear in court for a plea, the ticket is dealt with at an ex-parte hearing which is held approximately 45 days after the original court date.
- If payment has not been received by the ex-parte hearing date, a ticket can either be sent to warrant in the case of parking meter tickets where the person may be arrested or in the case of a Traffic Ticket, a notice of default may be issued and his/her driver's license suspended.
- Unpaid Traffic Tickets that have gone to Notice of Default must be paid at the Provincial Department of Motor Vehicle or Service N.B. office.
- Unpaid Parking Meter Tickets that have gone to warrant must be paid at the Provincial Court Office, 10 Peel Plaza, Saint John, New Brunswick. Police have the authority to place any person under arrest who has not paid their outstanding parking meter ticket warrants. The person who is picked up by the police officer for an outstanding warrant will be taken to the Saint John Regional Correctional Centre to either make a payment or payments or to serve jail time.

Notice disputes may be submitted using the online complaint form available at www.saintjohn.ca/en/parking/tickets-and-enforcement/request-parking-ticket-review or you may fill out the complaint form in person at City Hall, 15 Market Square, Saint John NB during regular office hours. A notice complaint is reviewed provided it is received within 48 hours of the contravention.
A nature park in the heart of Saint John, and a recreational jewel in the City’s crown. Located in the eastern area of the North End, Rockwood Park is one of Canada’s largest urban parks, at 890 hectares of forested hills, caves, and freshwater lakes. It was designed by Calvert Vaux, one of the designers of New York City's Central Park.
Rockwood Park is a City hub for outdoor activities and entertainment year round. Over 55 trails and footpaths will guide you through unspoiled wilds. The park features a golf course, camping sites, stables, wellness spa, and freshwater lakes for fishing, swimming, boating, and skating. A Stonehammer Geopark site, Rockwood’s billion years of history can be seen in unique rock formations, caves, and waterfalls. The park’s Interpretation Centre is the hub of information for all events taking place in the Park, trail maps, interpretive displays, and helpful staff. Make a day of it!
NOTE: While visitors may enjoy the extensive duck population that calls Rockwood Park home, it’s important that you do NOT feed them. Feeding the ducks leads to their becoming dependent on humans; delayed migration; malnutrition; overcrowding; and lake pollution due to increased levels of duck feces.
Saint John has four off-leash dog parks across the City. Dog owners are reminded to respect the rules of the parks by keeping their dogs leashed unless they are within the designated off-leash area. All owners must pick up after their dogs, and properly dispose of their refuse. For your convenience, City dog parks offer dog bag dispensers and garbage cans and pole baskets.

NOTE:
City By-law dictates that unless you are in a designated off-leash area, your dog must remain on a leash at all times. This By-law is enforced by fines, and offences are recorded.
If a person has been bitten by a dog, or if there’s an altercation with dog owners, contact the Saint John City Police.
A parking ban may be called any time during the winter months when it is necessary for the safe and efficient removal or movement of snow or ice.
There are two types of Parking bans in the City of Saint John:
1. North, East, West (NEW)
2. South Central Peninsula (SCP)
Once a parking ban has been declared, no person shall park a vehicle on the streets of Saint John where the parking ban is declared between the hours of 11:00 p.m. - 7:00 a.m. (South Central Peninsula) and 12:00 a.m. - 7:00 a.m. (North, East and West) of the day on which the ban has been declared. Any vehicles remaining on a street when the parking ban is in effect will be ticketed and/or towed at the owner’s risk and expense.
Temporary parking bans allow plow crews to push snow back to the curb or remove snow in it entirety on all streets to maintain access through all streets. This provides maximum street width for the purpose safe vehicular travel and storage for subsequent snow storm events.

Parking lots operate 8:00 a.m. to 6:00 p.m., Monday to Friday (holidays excluded), and rates are hourly or daily. Garages operate 24/7.
On-street parking, all options (metered, pay-by-plate, HotSpot and QR codes) are available at a rate of $2.00 an hour. Meters operate 8:00 a.m. to 6:00 p.m. Monday to Friday (Holidays excluded). On-Street Parking is free nightly from 6 p.m. until midnight. There is no on-street hourly or daily parking anytime between the hours of 00:01 a.m. and 07:00 a.m., except for on Thursday, Friday and Saturday evenings in the Entertainment District from May 1st to October 31st.
At St. Joseph's Hospital, both the metered parking areas and on- and off-street pay-by-plate parking machines operate 7:00 a.m. to 6:00 p.m. Monday to Friday (Holidays excluded). St. Joseph's Bayard lot is $8 max for the day.
Located on Saint John’s west side, Dominion Park is a popular year-round recreation destination. In summer, the stretch of beach provides ideal access to the beautiful Saint John River for swimmers and boaters. The park features a playground, basketball nets, picnic and barbecue areas, and washroom and changing room facilities. Park users can also enjoy hiking trails, rock climbing, kayaking and a treetop aerial adventure park. An updated Master Plan for this Park is underway. It is also a popular spot for ice fishing during the winter months.

Saint John is your destination for summer fun this season with the return of the popular Passport to Parks program, and you’re invited to join in on all the free family-friendly activities.
Five Passport to Parks events will be hosted this summer in City-owned parks around Saint John. These include:
- June 10 at Shamrock Park from 11:00 a.m. to 2:00 p.m.
- July 8 at Little River Reservoir from 1:00 p.m. to 4:00 p.m.
- August 12 at Rainbow Park from 1:00 p.m. to 4:00 p.m.
- August 19 at Dominion Park from 1:00 p.m. to 4:00 p.m.
- September 2 at Rockwood Park from 1:00 p.m. to 4:00 p.m.
This summer event series is a special way to bring the community together and build a sense of belonging. It highlights all of the beautiful green spaces we have here in the city and encourages residents and visitors to explore our many parks, beaches, trails, splash pads and other recreational options.

A well-designed and well-maintained park or trail is a safe, fun, and healthy way for residents to get outside and be active. The City of Saint John operates and maintains 2,200 acres of nature park space, 56 kms of general use and wilderness trails, and 30 acres of community parks for citizens and visitors to enjoy—from large open green spaces, to cozy urban gathering places, to wild, forested parks that celebrate our natural world.
Monthly parking rates range from $80.00 to $153.35 (plus HST) depending on your distance from the center of the city—the farther away, the lower the rate. All monthly parking accounts are managed directly by parking customers through the HotSpot online website or app.
Anyone can spend time learning to ollie in any driveway or park. But to really learn what your board can do—and have a ton of fun—you kind of need the obstacles of a proper skate park. And that’s exactly what skaters in Saint John have. Just remember—helmets are required by law in New Brunswick.
Saint John’s biggest and most challenging skate park is Station 1 on Station Street next to TD Station. It's perfect for all skill levels and ages, with ramps, bowls, pipes, and rails. The annual Mayor’s Cup Skateboard Competition is held here on Canada Day.
A smaller skate park is located at Market Place District Park on the City’s west side. It's ideal for more novice skateboarders.
Shamrock Park is a multi-purpose outdoor sport and recreation venue located in the City’s north end. The park is home to the regulation-size Emera Field, with artificial multipurpose turf, uprights, lighting and seating for 400 spectators, along with four large team dressing rooms, washrooms, and free parking. But that’s just the beginning!
The park also includes:
- multipurpose grass fields for youth;
- multiple ball fields;
- 8 Tennis courts with lights;
- 11 Horseshoe pits;
- a community garden with 36 plots, green house, and tool shed.
Larche Memorial Park is located in the City’s west side. The park features beautiful green space and walking paths lined with red maple trees, along with a full size basketball court, a playground structure, several benches, and a custom-designed granite monument.
Formerly called the Quinton Heights Park, the park was renamed in memory of Constable Douglas James Larche of Saint John. Constable Larche was one of three Codiac RCMP officers who lost his life in the line of duty on June 4, 2014. He grew up in Saint John.
