City of Saint John welcomes Ian Fogan as Chief Administrative Officer

Common Council is pleased to announce the appointment of Ian Fogan as Chief Administrative Officer (CAO) for the City of Saint John, effective March 10, 2026.

Mr. Fogan brings more than 25 years of leadership experience in both the public and private sectors and a strong record of service to the Saint John community. A long-time member of the City’s senior leadership team, he has played a significant role in advancing key initiatives, including long-term financial and capital planning, transit modernization, enterprise risk management, and intergovernmental relations.

Throughout his career with the City, Mr. Fogan has demonstrated thoughtful leadership, strong operational knowledge, and a collaborative approach to working with Council, staff, community partners, and other levels of government. His experience and deep understanding of the organization position him well to lead the City as it continues advancing Council’s priorities, supporting sustainable growth, and delivering high-quality services to residents.

Mayor Donna Noade Reardon said Council is confident in Mr. Fogan’s ability to lead the organization into the future.

"Ian is a respected leader with a strong understanding of our organization and our community. Council is confident that his experience, professionalism, and commitment to public service will help guide Saint John forward as we continue to advance our strategic priorities and deliver services that matter to residents."

Mr. Fogan holds a Master of Business Administration from the University of New Brunswick and professional designations in risk and insurance management. He has held several senior leadership roles with the City and has periodically served in the Acting CAO role during short-term absences.

Mr. Fogan said he is honoured to lead the organization in his new role. "Saint John is a community I care deeply about, and I am proud to continue serving residents and working alongside Council and City employees to build a strong and sustainable future for our city."

Common Council also extends its sincere appreciation to Acting CAO Kevin Fudge for his leadership throughout the recruitment process.

Mr. Fudge, who continues to serve as the City’s Chief Financial Officer and Chief of Staff, stepped into the Acting CAO role during this transition while maintaining his financial leadership responsibilities. Kevin accepted the Acting role as a temporary assignment to support the organization during the recruitment process and provided steady leadership while Council completed its search.

“Kevin’s leadership during this transition has been invaluable,” said Mayor Noade Reardon. “On behalf of Council and the organization, I want to thank him for his thoughtful leadership, guidance and support for the City ensuring continuity of our positive momentum during this consequential period."

Mr. Fudge will continue in his role as Chief Financial Officer and Chief of Staff.

The City of Saint John looks forward to working with Mr. Fogan as Chief Administrative Officer as the organization continues moving forward on the long-term vision for the community.
