By-Law Number L.G.-5 A By-law Respecting the Code of Conduct for Elected Members of the Common Council of The City of Saint John

Public Notice is hereby given that the Common Council of The City of Saint John intends to consider giving third reading to the bylaw entitled, “By-Law Number L.G.-5 A By-law Respecting the Code of Conduct for Elected Members of the Common Council of The City of Saint John” at its meeting of May 4, 2026.

The City’s Code of Conduct By-law was enacted in 2022, based on a now repealed regulation. The By-law is now subject to a new Code of Conduct Regulation under the Local Governance Act (“LGA”), which the Province enacted in the summer of 2024. In light of this 2024 Regulation, amendments are needed to ensure the By-law complies with the LGA, especially with respect to the way the City processes, investigates, and disposes of code of conduct complaints. The revised version of the Code will: 1) ensure it complies with current legislative requirements; 2) acknowledge and align (to the extent possible) with the employee political activity policy; and 3) generally improve the By-law’s organization, language, and processes. 

In accordance with the Local Governance Act, the by-law will be read in summary only, if no member of Council objects.
