Common Council approves General Fund and Utility Fund capital budgets for 2022

The budgets address the City infrastructure deficit, support the renewal of community assets, and enhance quality of life for residents

At its meeting on November 15, 2021, Common Council approved the City’s 2022 General Fund and Utility Fund capital budgets.

Together, the budgets will invest a total of $43,640,472 into quality-of-life initiatives, with a strong focus on tax-based growth, public safety, greening and beautification efforts, recreation, active transportation, asset renewal, and a vibrant waterfront. The budgets leverage significant funding opportunities from other levels of government, and are directly aligned with the City’s financial policies, growth and quality of life plans, and Council priorities.

The approved 2022 capital budget for the General Fund is $29,476,555 with City’s share being $12,819,403 and other shares being $16,657,152.

The approved 2022 capital budget for the Utility Fund is $14,163,917 with $6,495,200 being the Utility’s share and other shares totalling $7,668,717. The budget consists of no new borrowing for the Utility as the focus has been on reducing debt.

Among many allocations, items under the General Fund capital budget include $6.3 million for quality-of-life initiatives, $1.6 million for the modernization of solid waste collection services, $650,000 for a new data collection system for Saint John Transit, and, over $5.3 million for facilities and asset management investments.

The Utility Fund capital budget covers several initiatives that focus on the renewal of assets, investments in climate and environmental protections and mitigations, and general system upgrades.
