Whether you choose to cycle, walk, take public transit, or drive, we all depend on a safe and well-maintained street network to get around. It’s the responsibility of every city to make sure that residents have practical transportation choices. It’s why Saint John maintains City roads (1160 lane kilometres in total), city sidewalks (373 km), and all the infrastructure, maintenance, and painting that goes along with it.
Roadway maintenance
The Roadway Maintenance Service provides drivers, cyclists, and pedestrians with safe, functional roads and maintains accessibility of these roads through all seasons. This work includes pothole repair; asphalt patching and crack sealing; road resurfacing; plowing, salting and sanding; street cleaning; and maintenance of all retaining walls, guiderails, and medians.
Sidewalk maintenance
The City of Saint John works to provide sidewalks that are as safe and accessible as the streets. Sidewalk Maintenance Service is carried out from April–November, and involves maintenance of concrete, asphalt, and brick sidewalks and walkways; installation and maintenance of access ramps; maintenance of grass medians and other green spaces; and snow and ice control in the winter.
Pedestrian and traffic management
Saint John's Pedestrian and Traffic Management Service supports safe, efficient movement of all travellers, including vehicles, bicycles, and pedestrians. This effort includes maintenance of traffic and pedestrian lights, regulatory and informational signage, marked crossings, directional arrows, and line painting. The City paints 615 crosswalks annually, and 2600 other markings (arrows, stop bars etc.).
Crosswalks
Pedestrians are inherently more vulnerable on the roads than drivers, so it's extremely important that everyone—drivers and pedestrians—understands how to behave around crosswalks. Most drivers don’t realize that every single intersection is a crosswalk, whether it’s marked and painted or not. When a pedestrian is legally within a crosswalk (marked or not), drivers must yield so the pedestrian can cross safely.
Drivers, it's impossible for pedestrians to make sure you see them. It's your responsibility to always be aware of and watch for pedestrians in crosswalks—and to drive slowly enough that you can safely stop to let them cross. Pedestrians, when at a signalized intersection, only begin to cross when the signal shows the “walk” symbol.
Potholes and asphalt programs
When the City experiences large temperature fluctuations, potholes become a common hazard on our streets. They’re not only an inconvenience, but also can create a safety hazard and potential for property damage. The City of Saint John has many maintenance programs for asphalt repairs. The type of surface defect and the time of year will determine how and when the defect can be addressed.
The only surface defects that can be maintained during the winter months are potholes. The Winter Asphalt Maintenance Program is focused on identifying priority potholes and addressing them as resources and weather conditions permit.
During the Spring Blitz Program the City makes a consolidated effort to address all potholes throughout the City. The entire asphalt department puts all other asphalt work on hold—such as the overlay program and driveway apron reinstatements—until they’ve addressed all outstanding potholes, City-wide.
Other surface defects, such as delamination, alligator cracking, and seam separation cannot be done during the winter. The material needed for these repairs (called Sand Seal) requires a pavement temperature of at least 15 degrees Celsius. Once asphalt temperatures remain above 15 degrees (typically the end of June or beginning of July), the City starts the Sand Seal Blitz. All other surface defects are maintained throughout the construction season.

How does alternate-side parking work?
- From the 1st to the 15th day of each month, parking is allowed on the odd-numbered side of the street.
- From the 16th to the last day of each month, parking is allowed on the even-numbered side of the street.
- Changeover from one side of the street to the other takes place from 6:01 p.m. to 12:00 a.m. on the 15th day and the last day of each month.
South Central Peninsula
In an effort to better manage street cleaning, snow removal and street maintenance in the South/Central Peninsula, alternate side parking is in effect year-round, January 1 to December 31.
Schedule G & G-1 of the Saint John Traffic By-law lists the streets and street sections where alternate-side parking is in effect.
Areas outside of the South Central Peninsula
In specific areas located North, East and West of the City, alternate side parking is in effect from December 1 to May 31.

King Street East – Alternate-side parking
For the blocks of King Street East between Carmarthen and Wentworth Streets and Pitt and Crown Streets, alternate-side parking is in effect from December 1 to March 31. Parking is permitted on both sides of the street of these two blocks from April 1 to November 30.
As the time of re-opening the street approaches, be sure to have everyone and everything ready to clear the street so that traffic can re-access the area.
Parking fines depend on the specific parking infraction, and generally go up as time passes from the date of issue--so it pays to take care of your ticket quickly.

Process for unpaid tickets
- Approximately 17 days after a ticket is issued, a parking ticket reminder is mailed to the registered owner of the vehicle.
- Approximately 30 days after a ticket is issued, a summons is processed and sent to the registered owner of the vehicle, providing an appearance date for traffic court.
- If the registered owner does not appear in court for a plea, the ticket is dealt with at an ex-parte hearing which is held approximately 45 days after the original court date.
- If payment has not been received by the ex-parte hearing date, a ticket can either be sent to warrant in the case of parking meter tickets where the person may be arrested or in the case of a Traffic Ticket, a notice of default may be issued and his/her driver's license suspended.
- Unpaid Traffic Tickets that have gone to Notice of Default must be paid at the Provincial Department of Motor Vehicle or Service N.B. office.
- Unpaid Parking Meter Tickets that have gone to warrant must be paid at the Provincial Court Office, 10 Peel Plaza, Saint John, New Brunswick. Police have the authority to place any person under arrest who has not paid their outstanding parking meter ticket warrants. The person who is picked up by the police officer for an outstanding warrant will be taken to the Saint John Regional Correctional Centre to either make a payment or payments or to serve jail time.
Request a Parking Ticket Review
Notice disputes may be submitted using the online complaint form available at www.saintjohn.ca/en/parking/tickets-and-enforcement/request-parking-ticket-review or you may fill out the complaint form in person at City Hall, 15 Market Square, Saint John NB during regular office hours. A notice complaint is reviewed provided it is received within 48 hours of the contravention.

What are Residential Zone Parking Permits?
A Residential Zone Parking Permit makes it easier for residents to find curbside parking in their designated zone by exempting permit holders from the two-hour parking limit that’s otherwise enforced. The permit does not guarantee a parking space.
Please note the following additional requirements and rules:
- Residential permit holders are exempt from the 2-hour limit—but are still subject to all other traffic regulations such as parking meter regulations and signs prohibiting or restricting parking, stopping, or standing.
- A person must reside on a street for which the Residential Zone Parking Permit is issued.
- A permit will be issued only to residents who do not have access to off-street parking.
- A permit is effective as soon as it is issued.
- A permit may be issued to more than one vehicle per dwelling unit.
- The permit will not be renewed until all tickets have been paid in full.
How much does the permit cost?
Annual permits cost $75.00 (HST included) per vehicle per year. The HotSpot app/website accepts payment through credit card, visa/debit card or a prepaid credit card. Alternatively, you can purchase your permit at City Hall located at 15 Market Square, Saint John at the Customer Service Front desk, Monday to Thursday (excluding holidays), 8:30 a.m. to 6:00 p.m.
How can I purchase a permit?
Residential Parking Permits can be purchased through the HotSpot app/website, which allows customers the ability to manage their own residential permits through the application. Purchase a permit here.
What documents are required to purchase a permit?
1. REGISTRATION (INDICATING CURRENT UPTOWN ADDRESS); and
• If the information on the registration cannot be changed (ex: parents name, company vehicle), please also provide the insurance policy showing the corresponding policy information and the applicant named as an insured driver on the vehicle.
2. PROOF OF RECENT RESIDENCY IN THE UPTOWN AREA – (ONLY ONE IS REQUIRED); and This documentation must be presented upon renewal each year.
• Recent copy of lease or rent receipt indicating address (within 2 months)
• Current utility bill for service at that address (power, telephone, cable etc.) (within 2 months)
• Other current business type mail (bank or credit card statement etc.) (within 2 months)
3. NO OUTSTANDING PARKING TICKETS
• All parking tickets must be paid in full
The Parking Department allows uptown residents to purchase temporary residential parking permits for their visitor (100km outside Saint John) or for new residents to the city to provide time to update vehicle registration prior to purchasing an annual residential pass.
How does enforcement know if I have a permit?
While there are no hanging tags required, once a permit is purchased through the HotSpot app/website, by-law enforcement officers monitor and enforce the residential parking program through a scan by license plate system. There are currently 6 residential zones in the South-Central Peninsula.
How do I renew my parking permit?
Residents need to reapply each year for a permit and resubmit digital copies of proof of residency to complete the application. Residents can purchase their 2024-2025 permit as of April 15, 2024. Residential parking permits are NOT transferable.
