The C.E. Nick Nicolle Community Centre offers programs and activities for children, adults, and seniors, including recreation, wellness programs, and after-school services. It’s operated by The ONE Change Inc.
Formerly the North End Community Centre, it was renamed to honour the late Clayton (Nick) Nicolle. Nick dedicated 31 years to the city of Saint John serving in the Recreation department. Nick’s leadership resulted in the improvement and expansion of recreation facilities and the provision of leisure opportunities at the community and neighbourhood levels. He championed the development of some of the City’s notable recreation and sport facility landmarks, including the Hilton Belyea, Charles Gorman and Stewart Hurley arenas, as well as six community centres, including the North End Community Centre.

The H.O.P.E. Centre opened in 2010 to serve as a gathering place for community residents. Standing for Health, Opportunity, Pastoral, and Education, the H.O.P.E. Centre is active with pre-school and after-school programs, a wellness program, yoga classes, bingo, and community celebrations.
Located minutes away from the Saint John Airport, the facility boasts a large ballroom fully-equipped with audio-visual equipment, and a commercial kitchen, making it a popular destination for events.

The Irving Oil Field House, in East Saint John, offers free inclusive community programming for all ages and abilities. Kinder Field for ages 0-5, Lego Club for ages 5-12, teen nights, and older adult socials are just some examples, with plenty of fun activities throughout the year for the entire family to enjoy.
This free service is sponsored by the City of Saint John. No membership is required for this program. Visit the Irving Oil Field House website for their "Inclusive Community Programming" schedule.
A parking ban may be called any time during the winter months when it is necessary for the safe and efficient removal or movement of snow or ice.
There are two types of Parking bans in the City of Saint John:
1. North, East, West (NEW)
2. South Central Peninsula (SCP)
Once a parking ban has been declared, no person shall park a vehicle on the streets of Saint John where the parking ban is declared between the hours of 11:00 p.m. - 7:00 a.m. (South Central Peninsula) and 12:00 a.m. - 7:00 a.m. (North, East and West) of the day on which the ban has been declared. Any vehicles remaining on a street when the parking ban is in effect will be ticketed and/or towed at the owner’s risk and expense.
Temporary parking bans allow plow crews to push snow back to the curb or remove snow in it entirety on all streets to maintain access through all streets. This provides maximum street width for the purpose safe vehicular travel and storage for subsequent snow storm events.
Public notification will be provided no later than 3:45 p.m. the day of the ban, and will be done through the following:

Celebrating 100 years, the KBM Outing Association manages the local community centre. The Community Centre offers two large gathering rooms with accessible washrooms, full kitchen and licensed canteen. Outside, residents enjoy a fenced-in tennis court, playground, and grassy field for outdoor gatherings. The Centre has regular events to celebrate holidays and also offers a summer program managed by the Boys and Girls Club.

Flat rate vs metered rate
About 80% of our 17,000 customers pay a flat rate for their water and sewerage services. In a flat-rate system, customers pay the same amount for each residential unit regardless of the quantity of water used. By comparison, about 20% of our customers pay a metered rate. In this case, the customer has a water meter installed, which measures the occupants’ actual water usage, and charges them according to the exact amount of water consumed.
Because a metered rate is a more fair and equitable system (low water users pay less than high users), Saint John water has experienced an increase in calls to be converted to the metered system. However, the implementation and administration of metering is complicated and expensive. Meter supplies are limited, each installation has to be read and serviced, and billing and collection considerations come into play. For these reasons, we have had to put further conversions on hold—for now.
Implementation of a universal metering program needs to be well planned, fully-resourced, and carefully managed. We are talking about 14,000 or so new installations. Once we have the resources and plan in place, we will be able to pursue our universal metering program in full.

Right to Information and Personal Information: The Right to Information and Protection of Privacy Act
The Right to Information and Protection of Privacy Act (the “RTIPPA”) was enacted by the Province of New Brunswick in 2009 and came into effect as it relates to municipalities in 2011. The RTIPPA allows you access to information held by the City. The RTIPPA provides a defined process for requesting records and sets out exemptions, both mandatory and discretionary, which may be invoked to justify the withholding of a requested record or part thereof. Start with an Informal Request
As part of its proactive disclosure efforts, the City makes a significant amount of information publically available on its website. Make an RTIPPA Request
If you are unable to access the information you are seeking by way of an informal request, then file a formal RTIPPA Request with the Common Clerk’s Office using the form found at this link. The RTIPPA requires the City to respond to your RTIPPA Request within 30 days of receipt. If your RTIPPA Request is complex or involved, we may extend the response time by another 30 days subject to providing notice to you under the terms of the RTIPPA. As noted above, your RTIPPA Request will be examined subject to the mandatory and discretionary exemptions set out in the RTIPPA, which may provide a basis for refusing part or all of a particular record or records.
If you disagree with the manner in which your RTIPPA Request is dealt with by the City (for example, you disagree with the application by the City of a mandatory or discretionary exemption), you may file a complaint with the Office of the Integrity Commissioner or a referral to the Court of Queen’s Bench of New Brunswick.
